New Zealand has run out of time to not have a reliable COP in place.
For over two decades, New Zealand has grappled with a critical gap in emergency management—the absence of a cohesive, real-time Common Operating Picture (COP). Despite numerous warnings from disaster reviews dating back to 2004, including major incidents such as the Canterbury earthquakes and Cyclone Gabrielle, the nation still lacks an integrated, nationwide emergency management platform. This persistent gap continues to jeopardize public safety, efficiency, and trust in emergency response systems.
Our Christchurch-based team at COPNZ, deeply familiar with the impacts of large-scale emergencies—including firsthand experience from the Christchurch Earthquakes and the March 15 terrorist attacks—recognizes the urgent necessity of implementing a COP immediately. Historical attempts have been repeatedly hindered by shifting governmental priorities, political complexities, and budget constraints, causing initiatives like the comprehensive 2019 COP business case and LINZ’s CODEM project to stall.

Regional partners, including Hastings Regional Council and associated emergency services, will have early access to these environments. Through detailed scenario exercises, such as simulations of past events like Cyclone Gabrielle, we’ll demonstrate the practical benefits of COPNZ and refine our approach based on real-world feedback.
Ongoing Observations and Standards Alignment
We're closely observing emergency operations centres (EOCs) during current emergencies, such as recent flooding events in Christchurch. These observations inform our ongoing development, ensuring COPNZ incorporates best practices and real-world operational insights. Additionally, our platform will fully align with New Zealand’s Coordinated Incident Management System (CIMS) standards, ensuring seamless integration into existing emergency response frameworks.
Nationwide Roll-Out and Accessibility
Following the official COPNZ launch—scheduled a the Lifelines Event in Wellington, October 2025—we plan to rapidly extend availability nationwide. Negotiations with the New Zealand Government will aim to establish COPNZ as the primary national emergency response platform. To ensure broad accessibility, COPNZ will be available in tailored versions suitable for private businesses, media outlets, and the general public—each contributing valuable data back into the emergency management ecosystem.
